Weather Is Not a Nuisance — It Is a Variable
Holiday lighting season runs from late September through January in most markets. That window sits squarely in the worst weather months of the year for outdoor work at elevation. Rain, wind, ice, snow, and cold are not disruptions to your schedule. They are defining features of the operating environment. How you plan for and respond to weather conditions determines whether your crew finishes the season intact.
The pressure to stay on schedule is real. Clients booked weeks in advance, Thanksgiving deadlines, and a narrow installation window create a temptation to push through marginal conditions. This article defines the hard limits — the conditions that stop work regardless of schedule pressure — and the judgment calls that require experience and honest risk assessment.
Hard Stop Conditions
These are non-negotiable. When any of these conditions exist, no one gets on a ladder or a roof.
Ice on Any Surface
Ice on a roof, gutter, ladder rung, or ground surface is an absolute stop. There is no footwear, no technique, and no amount of experience that makes working on ice acceptably safe. A 1/16" glaze of ice on asphalt shingles reduces the coefficient of friction to near zero. You cannot stand on it. You cannot recover from a slip on it.
Ice can form invisibly. A roof that looks dry at 7:00 AM may have a thin frost layer that has not yet sublimated. Touch the surface before committing weight. If your glove slides, the roof is iced. Wait until direct sun has warmed the surface, typically mid-morning on south-facing slopes and later (or never, on short winter days) on north-facing slopes.
Sustained Wind Above 25 MPH

Heavy Rain

Ground-level work — wrapping columns, installing pathway lighting, dressing trees from ground — can continue in light rain with appropriate wet-weather gear. The electrical risk is managed by GFCI protection, which you should have on every circuit regardless of weather.
If you proceed in light rain, increase inspection frequency on connections. Water finds its way into every imperfect splice and every unseated vampire plug.
Cold Temperatures
Cold affects your crew before it affects the product. OSHA does not define a specific temperature limit for outdoor work, but the agency's cold stress guidance identifies risk thresholds:

Practical cold-weather protocols:
- Rotate work positions. Alternate between roof/ladder work and ground-level or vehicle tasks every 30-45 minutes in cold conditions.
- Mandate warming breaks. A heated vehicle or an enclosed trailer with a space heater gives crew a recovery space. Five minutes of warmth restores hand dexterity.
- Monitor crew. Cold stress symptoms include shivering, confusion, slurred speech, and loss of coordination. Any of these is a stop-work condition for that individual.
- Adjust product handling. SPT-1 wire and LED light strings become stiff and brittle below 20 degrees F. Product that kinks or cracks during installation must be discarded. Work product from warmed storage; do not leave spools in an unheated truck bed overnight.
Snow on Roofs
Fresh snow on a roof obscures the surface and adds a sliding layer on top of shingles. You cannot see ice underneath snow. You cannot see damaged shingles or soft spots in the decking. If the roof has snow on it, the job gets rescheduled.
A light dusting (under 1/2 inch) that sublimates by mid-morning is workable after the surface dries. Anything more requires clearing, which is not your job and creates its own set of risks.

Weather delays are inevitable during the installation season. The time to set this expectation is during the initial consultation, not on the morning you are calling to reschedule. Your contract should include a force majeure clause covering weather delays, and your verbal communication should reinforce it.

Most clients accept this without pushback. The small percentage who push back are telling you something about how they will behave when a GFCI trips at 10 PM on Christmas Eve. Set the standard early.
Same-Day Cancellation Protocol
When you make the call to cancel or delay, do it as early as possible. Check conditions at 5:00 AM. If the forecast is clearly a hard stop, notify the client by 6:00 AM. Provide a specific reason ("roof surfaces are iced, unsafe for work") and a specific reschedule window ("we will target Thursday-Friday this week, weather permitting").
Do not give crew the option to override weather decisions. The call is made by the operations lead, communicated to the crew and the client simultaneously, and it is final. Individual crew members who want to "go check it out" or "see if it dries up by noon" are optimizing for schedule, not safety.
Documentation
Log every weather delay with the date, conditions, and reschedule information. This documentation serves three purposes:
- Client disputes. If a client claims you missed their deadline, the log shows the specific conditions that caused the delay.
- Insurance claims. If a weather-related incident occurs, your weather monitoring protocol demonstrates due diligence.
- Season planning. Historical weather delay data helps you build realistic schedule buffers for future seasons. If you average 3.5 weather delay days per November in your market, your schedule should have 4 buffer days built in.
Seasonal Planning for Weather
The best weather management happens weeks before the season starts. Build your installation schedule with weather delays as an expected event, not an exception.
October installations are your weather buffer. Every job you complete in October is a job that cannot be delayed by November ice storms. Push early-season bookings aggressively, especially for large commercial projects that take multiple days.
Prioritize exposed work first. Roof and height work is weather-sensitive. Ground-level work — tree wrapping, pathway lighting, ground stakes — can proceed in a wider range of conditions. On days where roof conditions are marginal but ground conditions are fine, pivot the crew to ground-level jobs and save the roof work for clear days.
Monitor forecasts at the 10-day level. A 10-day forecast is not precise, but it identifies weeks where weather patterns are favorable versus weeks where a series of fronts will disrupt operations. Use favorable windows aggressively. Do not assume tomorrow will be better than today.
